I'm not sure, Tsubasa seem to be planned from the middle of Card Captor Sakura serie. Let me explain, while the eighth tankoubon of Sakura was running in the Nakayoshi, a new manga began in the Shounen Ace, Angelic Layer. A year and a half later, Chobits began in the Young Magazine.

Thoses two manga are linked to each other, by the characters who appear in both. But, because they are happening in a not so close future, they are linked to no other Clamp's series. Also, Angelic Layer and Chobits are the two first Clamp's Shounen manga.

It seem clear that Angelic Layer was a practice to make comics faster to draw, a practice to do weekly manga. Chobits then was a practice to see if they were able to handle a real weekly comics. The both were practices to make shounen manga as well. That mean, since the end of 1998, they were planning to do a weekly shounen manga.

Is this manga only Tsubasa or the both, I can't tell. But Tsubasa is surely a long planned projects, and obviously that project is more important to the Clamp that X or Clover for now -_- .
