No, it's not true. The only time you will not be offered a reward is if you start a new career on a too high level. Normally you would be rewarded around level 5 or 6, so if you got top skills and start on level 7 you would miss the reward. But that has not do do with the computer but with your qualification. Although, using the computer will often offer you a higher job level than if you look up a job in the paper.
