I lived in a hood once, where they were having probs like that. They set up four households, each with 8 unrelated, adult sims. Two of the households had 8 men each; and two had 8 women each, for a total of 16 men and 16 women. In CAS, their looks were created usint the die-cast method. For instance, to determine eye color, the die was rolled and if it came up 1=light blue; 2=brown; 3=grey; 4=green; 5=dark blue; 6= random choice. And that's how each sim was created, so that no one looked alike and everyone had different genetics.

Then, those households were moved into the hood. But, since they weren't allowed an alottment of simdays, they didn't need a house. All they needed was a phone and computer.

After that, when they'd come to visit or someone from the hood would meet them, sometimes there'd be chemistry and you could ask them out on dates and end up marrying them. It worked out really great and kept everyone from being related to each other. If you want to learn more about how to do this, go to the BBS and look up Population 100 challenge by hollygirlgirl. We just followed the advice about setting up the households for our hood. I think you'll find it works very well. They are sort of like Townies, but more attractive and with better personalities, yet they don't get added to your hood registry or to any family trees or anything liek that, until they marry a resident.
