 Unfortunately this is a common occurance, or least it has been for me! Once people like that start picking on you, they won't stop without a fight. I wouldn't bother calling the police, they'll just charge you a fine without doing anything about the problem. You should definitely take it up with your hood council, perhaps they'll be more helpful.

You might want to send someone else in your household to pick up your portrait, if possible, so you can avoid these rude people.
