I am a elder myself and as head of the Babya Town comittee our rules about sims moving out is:
-a Teen who will be going to Uni (our neighborhood will be University-enabled will be allowed to move-out
-a familiy who is experiencing hard time (i.e. in debt, poor or a death of a family member, a divorce), can choose one or two Sims to move out and sort out any issues and later move into a smaller house or invited to move back in to their family
-A sim who decides to find their own home , can use the newspaper or PC's 'find own place' interaction,n their own accords

Perhaps you could ask if your hood laws about moving could be changed to something like 'Anthony' mentioned.
