Hello,

I don't think there is any defined restrictions, but that it depends on the local capacity, technically. The same community lot might attract only 2 Sims in one hood, while the same lot would attract about 8 Sims in a different (modern/technically perfect) hood. Perhaps the lot size and how many clerks you hire there will count too. If you allow multiple stores on one lot you should hire just one clerk to operate them all.
