Well it will take years to clean up the river. For example the S'pore River was as smelly as that of Klang's. It took the government several hundreds of millions of dollars to clean it up. Firstly, you need to scoop up the sediments-containing all those decayed and evil smelling stuff. Next you need to control the discharge of untreated sewage and other wastes into the river. It also helps by moving certain industry away from the river. Most importantly, you need to carry a big stick to punish those who breaks the law. Now the S'pore River is reasonably clean to the extend of throwing up a barrage to keep the water in for recycling in time for expiry of the 2061 water agreement with M'sia. Alternatively, you can blame others. For instance, when I was in Sabah, the locals will blame the immigrants for throwing rubbish into their rivers.
