Lets take "Shaffer" for example... I'm not saying that more drops happen for higher lvls but, better items drop... Sometimes a person can get a lot of items to drop but, in there eyes, those items suck. They could be looking for a certian item which lvl comes into effect. The Lengendary Hammer will only drop according to CLVL. Otherwise, we would have people at lvl 40-50 getting the same items as someone lvl 80-90? That would be shit, meaning I just spent all my time lvling a MF Character for what? Why do you think people lvl there MF peeps high? To get better items... I have a some stuff from Blizzard themselfs which I'll email Fraz to post once he has a misc screenshot page for viewing if he ever does? I've sent a few pics but, waiting to see if they even get posted before I send more...
