Chester Arthur never held elected office before being the vice president. The story is the same for many throughout our history. I don't beleive that you have to start at the bottom although it does look better to some people. Speaking generally, not about Jack or anyone in particular, I can see cases where holding lower offices makes sense and I can see where it would be a waste of talents for others. Also, some people are awesome at national affairs, some are great with international affairs and some are good at doing the job of a local official.
I guess what I am saying is that holding lower offices can be beneficial but at the same time can be meaningless.
