Ria> White coated with blue eyes. He pocesses soul of water and life. He will be able to somewhat control off and on the water and the wildlife. His emotions will start small tidal waves/ hurricanes or chaos of wildlife. He may save a downed person and help coordinate and rescue wildlife.

Their powers are very mild, unless they come together as three, (Hehehe the power of three) then they can do a little large destruction, but nothing greater than a short deadly storm.
