Partly right Observer. Players are only sent back to their "junior" club from Steelers if they still qualify for Under 18's or below. Once the player leaves Under 18's, it is up to them as to which club they go/return to. In this case, as Lulia has already signed with Port and is no longer eligible for 18's, he would return to Port if not needed by Steelers. At the start of last year, Jordan signed with Port but then opted to return to Wests as Port had in the meantime signed David Hall to play first Grade. Port released Jordan to play with Wests, even though they would have been well within their right to refuse the release. In the end, both Wests and Port took into consideration the best outcome for both players and clubs.
