They are usually not really seen for what they are until they end, usually rather abruptly. Typically there is a high quality of life style with a relaxed atmosphere within the countries experiencing the golden age. Focus generally tends towards arts and entertainment bordering on decadence. There is also time to develop more theoretical math and science. Industry and finance areas boom with propserity working it's way down to the lower levels, but usually never as much as the excesses in the upper levels.
Governments tend to be at the heights of their empires. For some examples, look at major historical powers at their peaks like Egypt, Rome, Britian, Germany, USA, etc.
