The rules assume you can take 10 while casting, so the caster of that 5th level spell is assumed to have rolled a 10, which, of course, is higher than the 6 needed.

Psions are not allowed to take 10 like a spellcaster is. This is why Roland has to roll d20's all the time when they manifest powers for the save DC and Phoebe just assumes a 10 (Phoebe always has the option to roll if she wants, but she risks getting less than 10).

The casting check is simply d20 + Spellcraft (Spellcraft includes Ranks + Int. Modifier + Misc. Modifiers) for epic spells. Spellcasters can take 10 on that roll.
