There is no official minimum in the USA, it is strictly a name (unlike a certain movie about Wales). For example, there is a Mount Hood near Saugus MA http://www.topozone.com/map.asp?lat=42.45167&lon=-71.03306
with a summit elevation of about 270 feet which you can climb, and then impress your friends because you climbed Mount Hood
