This is very true...the only real way to stop piracy is this:

Piracy is NOT free. People's time is valuable to them. People's bandwidth isn't in unlimited supply. Once you make it easy and painless enough for people to get legitimate versions, the piracy options become unattractively 'expensive', not in terms of money but in terms of the inconvenience.

This is why fansubs sprang up in the first place. You can be far more effective at combating piracy this way than you can with the big stick approach.
