I would recommend watching the 2nd OVA to figure out if you like it or not. Unlike the 1st OVA though, which you could watch without watching the TV series, you need to watch the TV series. The Kyoto Arc needs to be seen for the OVA to make sense, and having some knowledge of the overall story of the Revenge Arc in the manga. The first part of the OVA is a retelling of the TV series. But it is very disjointed, and won't make sense unless you've seen the show (kind of like trying to watch Death and Rebirth without watching Evangelion - which I actually did).

As for whether it's similar to the series or OVA, it really isn't like either one. It has OVA animation, but the story is something totally different. It's more of a character piece reflecting (thus the "Reflection" subtitle) on the past of the characters and how the relationship has changed as time goes on. It doesn't have the feel of the TV show, despite recreating some of the same scenes.

I was also disappointed the first time while watching it, but I'm in the second viewing now, and I'm liking it much better, now that my expectations are gone (I originally expected the TV series with OVA animation).

Also, if you do watch it, try not to let the details deter your viewing experience. Some of the fights will have slightly different outcomes. The one somewhat major problem would be Kenshin's change in character, partially related to using a more realistic style to portray the zany feeling of parts of the TV show.

So, it may be worth a rental or viewing from friends before deciding to buy.
