It's part of an anthology that was released as "Labyrinth
Tales" here in the U.S. (Original title "Manie-Manie").
I'm almost poisitive that wasn't part of Robot Carnival,
another collection of short films. It's been about a
decade since I last saw either one.

MTV used to show this on their show Liquid Television
'round about 1991.
