Not in my opinion, no. Most DVDs that I have seen have had very decent subtitle timings. And very rarely are lines left unsubtitled.

The worst I have seen is the Tokyo Babylon DVD, where the timing looked to be off by tens of seconds. Otherwise, things have been fairly good.

What has your experience been like?
