Tom - I do not know if Noel was covered in any practical way but I do know what i experienced.
in most churches the main leader does not preach every meeting even in his home church (northampton). The responsibility is shared amongst other elders, with different people having different ministries. Some are more evangelical, some more theological etc. or sometimes a book of scripture is shared so the preaching follows on week after week but with different perspectives. There is no one main person who is the all knowing one because it is unhealthy.
If Noel was an equal partner why did no one else minister for so long.
