Chinchillas do enjoy the company of other Chinchillas, but please be advised that excess heat can and will cause heat stroke, so, if she has not already done so, she should first ensure that the remaining Chinchilla has a way to stay cool enough for comfort.
If the Chinchilla in question has a lot of human companionship, he/she should be just fine. If not, your sister-in-law would be wise to get another Chinchilla to keep this one happy. But, depending on the age of the Chinchilla, introductions to new Chins can be dicey. I might be better able to help if I knew the age and temperment of the Chinchilla in question.
