"He stated very clearly that not just anyone could be a Guru, only those duly authorised by a genuine master, or those who had genuinely (not in their imagination) heard the command of God should be considered as being able to act as Guru."

That's true. That's why those he appointed to give Kriya are giving it in His name and with HIS power, as HIS disciple.

"As for your supposed intuition, it appears that you are saying that you are the arbiter who decides whether or not someone is duly authorised to teach."

No, I don't think anyone should decide who is Duly Authorized To Teach. But I do decide whom I trust to teach, based on my own experience. I'm not a sheep that needs a Grand Arbiter to tell me who is Duly Authorized. Guru gave us advice on this, and he gave us intuition. He didn't give us a Grand Arbiter as far as I know.

"How are those of us not blessed with your magical and perfect intuition to decide whether or not someone is genuine, and more importantly why should we accept people such as Walters and Davis as being authorised to teach?"

You don't have to accept Walters and Davis. I'm not telling you that you should. Each should decide for themselves. If you need an official arbiter to tell you, then ask them, or someone else you personally trust.

And no, my intuition is not magical and perfect (I didn't make that claim), but it has helped me to make some right decisions that have been life blessings. These decisions might possibly have been vetoed by a Grand Arbiter, or by you. So I will continue to depend on my Guru-given intuition, first-hand experience, and common sense.

And that is the issue, for me- plain and simple. I'm not avoiding it, or twisting it, etc., thank you.

I respect that you may have different issues and a different approach. I have to stick with what has worked for me- and for not a few others in the thousands of years of spiritual tradition in India.
