The Neutrals have so little territory already. Would it not be better to leave more then just half for them to live in. There are quite a lot of them, and that's just cruel. Hm.. what about Rebels owning one of the Neutral terra's and then having a few scouts in the other terra's as was planned. Well bye for now.
