You aren't supposed to you have to get 7 badges and then go to the Radio Tower he is gone but, Team Rocket took over fight your way through and then at the top a false man {a grunt} Will challenge you defeat him he will give you a key to the underground when you get through the basement your rival is waiting. Becareful!!!
