you have to go to the power plant in kanto and talk to the people. then go to mistys gym. a team rocket member is trying to get out. then go walk on boardwalk. you have to fight him if you beat him he tells you where the machine part is.go find it take it back to power plant.go back to radiotower.and talk to director.
