go to Ecruteak City which is the 4th city in the Johto region, then go to the Kimono girls house and talk to the person sitting with a Rhydon. He will give u special attack named SURF which enables your water-type pokemon to surf on the water/sea and get to Cianwood city.
NOTE: this is the only way u can actually get to Cianwood city, there is no other way to get there before u get Surf and Fly, which u get after u have surf so get fucked!.
