A. It was difficult to remain neutral
B. Economic ties to Britain
1. Britain imposed a naval blockade on Germany
2. US stopped trade with Germany
3. US should have stopped trading with Britain as well, but they did not
4. By 1915, US was no longer neutral
C. Lusitania
1. Germany resorted to submarine warfare
a. Germans announced that enemy vessels would be sunk on sight
b. May 7, 1915 – Germans sank British passenger ship Lusitania
i. 1,198 people died – 128 were Americans
D. Wilson demanded Germany promise not to repeat this
E. Germany sank another steamer – injuring many Americans
F. Wilson again demanded they stop
