I. Diplomacy and Morality
A. Dominican Republic, Haiti, the Virgin Islands, and Nicaragua
1905-US seized control of finances of Dominican rep.
1915-marines sent to Hispaniola, Dom. Rep., to quell a revolution when a mob killed an unpopular president
1916-US establishes a military gov. in Dom. Rep.
1918-American officers draft a new Haitian constitution
-Wilson fears Danish west-indies will fall to Germany so he bought the colony from Denmark and renamed it the virgin islands
-he also signed a treaty w/ Nicaragua saying that no other country could build a canal there, thus giving the US the right to intervene in Nicaragua’s internal affairs to protect American interests
B. Wilson’s Moral Diplomacy
- the US became friendly w/ Mexican leader, Porifirio Diaz
- Diaz is overthrown by Francisco Madero in 1910
- the US encourages Victoriano Huerta to remove Madero from his position in 1913
- just as the Taft administration is ending and the Wilson administration is moving in, huerta murders madero
- Wilson immediately announces that he will not recognized huerta’s new position of power despite promises from the Taft administration
- after many years, huerta got more powerful and after a slight US naval run in with Mexican authorities, Wilson demanded the apology be that the Mexicans give the American flag a 21 gun salute
- the Mexicans refused and Wilson saw it as a pretext for seizing the Mexican port of Veracruz
i. Veracruz
- Wilson believed seizing veracruz would be bloodless, but after killing 126 Mexican soldiers and losing 19 American soldiers, the 2 stood on the brink of war
ii. Venustiano Carranza
- all the while, Wilson has been supporting a Mexican Constitutionalist named Venustiano Carranza
- he hoped the US’s show of force would sway carranza into taking action
- carranza then seized mexico city and huerta fled the country
- Wilson was upset, however, when carranza refused to agree to America’s terms for a new government, and for a time, considered supporting Pancho Villa, a rebel army leader
- finally, though, in 1915, Wilson and carranza agreed and Wilson granted preliminary recognition to the carranza government
iii. Pancho Villa
- villa was angered at what he believed was American betrayal
- in retaliation, villa shot and killed 16 American mining workers in mexico, then proceeded to new mexico, where he shot and killed 17 more Americans
- with carranza’s permission, the US attempted to go out and find villa
- he never found him but did get into 2 squirmishes w/ carranza’s army and once again, the 2 stood on the brink of war
- Wilson backed away however, and calmed the situation by granting the carranza government full recognition
