A. The KKK Acts marked the peak of Republican commitment to enforce the new rights Reconstruction was extending to black citizens
1. Commitment did not last long – Southern blacks gradually lost support from Northerners
B. Impact of Social Darwinism
1. Theory that argued the individuals who failed did so because of their own weakness and “unfitness”
2. viewed unemployed people and Southern poor blacks as “irredeemable misfits”
3. In short, social Darwinism weakened commitment to Reconstruction program
C. 1874 – Democrats won control of the House of Representatives
1. Eventually democrats gained control of all states
