I. Hemispheric Hegemony
A. James G. Blaine wants to expand U.S. territory to Latin America
i. because he believed America must look for markets for its surplus goods
ii. he organized the Pan-American Congress
a. Pan-American Congress was a clearinghouse for distributing information to the member nations
- most nations involved agreed w/ Blaine’s ideas, but none agreed w/ an inter-American customs union and arbitration for hemispheric disputes
B. The Cleveland Administration takes an interest in Latin America via Venezuela
i. US became involved in a dispute between Venezuela and Great Britain over boundary disputes
ii. when America cited that Great Britain had violated the Monroe Doctrine, Britain did nothing
iii. Britain still did nothing until it realized that the U.S. was preparing for war, they then agreed to arbitration
