Because you have the ability to use lots of different IP addresses. Oh, so clever. My provider does the same in giving me a different identity every time I log on. No idea why. But there's no point in banning this person, because he/she is obviously above being banned. Which indicates that he/she/it spends far too much time around computers, and thus through the process of deduction we can conclude that he/she/it has no life whatsoever.
