I also believe that members of the Royal Family are honorary chiefs. Native land is Crown land, after all. When Nunvaut was created, the Queen was asked to open the new legislature, which she did. I am sure that new Northern Provinces of Yukon, North-west Territories (which would have to be renamed) and Nunavut would be quite loyal, like Ontario and British Columbia.
