Try getting hold of a bootable CD( ie Win98/2K/XP etc) chuck this in the drive and reboot. Make sure that the CD drive boot's before the Hard-drive in the BIOS.
If it boots to the CD, then it's a windows driver problem.
If it doesn't boot then it is most likely a drive problem.
