1) Did you/wife fight the traffic violation. With out a officer being present to witness it, and without interviewing your wife, I dont see how the violation would stand up in court as there is no evidence of wrong-doing.
2) Can you appeal a small claims ruling. If not, simply dont pay the bitch. Small claims courts have really no authority, especially in inforcing payments. I certainly would be in no hurry to pay her. Or, you also could pay her in pennies. As a court ruling, your are entitled to pay however you want. Legally, the biatch would have to accept your pennies as legal tender in setteling the suit.
3) Stake out trailer she lives at, and see if you can get some pictures of the girl riding the bike that was supposedly destroyed. By you description of the mom, im sure she will not of gotten rid of the bike as she would use any money on alcohol.
4) Always call the cops, regardless of how insignificant an accident/incident may seem. Had your wife called the cops, then she likely never would of gotten a ticket, the bike would not of been an issue, and the little girl would of admitted her guilt as all little kids do in front of Da Man.
5) If all else fails, send in an anonimous tip about the biatch abusing her child and the marks on the kids cheek and elbow. Say you work at the kids school and are concerned. That will usually cause alot of problems. :)
