If you pay your IVDA fees, you should have a say in the constitution. There are any number of good reasons a member might not be able to make it to a given meeting.

From comments here, it seems that Cambridge did send both a representative, who wasn't one of their offbeat team, and a written response from their offbeat team to the agenda point. If something completely different to what is on the agenda is proposed, it is right and proper that is should be subject to the same criticism as any other proposal, after the meeting if necessary, and not pushed through by the back door.
