1) Your points, whilst true, are not really all that relevant. The fact that the amalgamated York-Middlesbrough-Newcastle team may feature only Middlesbrough dancers at Warwick, and then all York and Newcastle at IVDC is fine. All I want to preserve is that making a decision to amalgamate involves giving up your right to dance as your own university. It should not be possible to enter both Oxford and Oxford-IC, for example. Furthermore, I don't think universities should be allowed to amalgamate solely for the purpose of IVDC. At present, the decision to amalgamate is saying: "I have nothing to gain from being independent, I have a lot in common with this other university, it is in both our interests to amalgamate." That's a big decision, and will only be taken if a new cohesive collective unit can be created. It is this communal spirit that makes the university circuit so successful, and it should be preserved at all costs.
On the other hand, under the 'odds and sods' proposal, the decision could merely be, "I've got a couple of leftover dancers who aren't good enough to get into my team, so have a few other universities, so let's get together and form a team for people who feel like dancing in the team match, but haven't been selected." That's not the spirit of the event, especially as I would expect an odds and sods team would have a good chance of winning the Second Division, or at least making the final.

2) I am assuming that by 'amalgramation' you mean 'amalgamation'. I apologise if my vocabulary is to blame for any misunderstanding here.
