You've misunderstood my suggestion - I've dropped my demand for full uni amalgamation. All I'm suggesting is that everything be done in advance, by the SC. So a 13 couple team apply for access to be amalgamated by Wednesday before IVDC. Anyone applying after that misses out. This allows the standing committee time to come back with questions regarding the two earlier criteria, and make a reasoned decision, something they could not be expected to do on the day of IVDC. It also forces team captains to make a proper, serious decision about it, which I think is a good feature.
Organising the standing committee to do things on the day of IVDC has two distinct disadvantages:
1) It's difficult to get them all together for any length of time, thinking only about the issue. They're all dancing, many are team captains, it's a busy day anyway, especially at the beginning of the day. One member might not even arrive until 10 minutes before the day starts.
2) The said odds 'n sods would already be there, having taken a risk on being allowed to dance. That would place the SC under pressure to allow them all to amalgamate, which is not optimal.

I can see your point, and I think the standing committee should have discretion here. It shouldn't be allowed for 3 very strong couples to enter the odds and sods category. They could survive independently, and should make more effort to find another couple from within their own university. However, three weaker couples where the SC committee are satisfied both that it couldn't survive independently and couldn't have been filled internally, should be allowed to join the odds and sods. That is the purpose of having fairly vague rules and allowing standing committee discretion, and also a key reason why applications should be made in advance.
