The clue to the first incident is parental supervision I'd say. In this day and age any activity that finds a parent/child in the same field at the same time is a positive sign, unless they're bonding over a crack pipe.

The scooter phenom got underway at Christmas in this area. They were on sale for roughly $60, and printed adverts said the top speed is 11 mph. I spied the first one piloted by a youngster, maybe 10, as he whizzed past the elementary school and library, parallel with Main St. My first thought was that 11 mph looks a LOT faster! My second reaction was to speed up to get well past the kid lest his attention wander and he wind up in front of MY car.

Kids are never mature enough for the things they have. Hence Mothers' warnings re running with scissors and "Don't cross your eyes like that. Your face will freeze."
