WASHINGTON, Oct. 22 � Four murderous weeks ago, the nine chilling words a sniper left at a shooting scene might have had the same power here as they did in Virginia, consuming the police and closing schools in a collective wave of terror: "Your children are not safe anywhere, at any time."

But as the police in Montgomery County, Md., confirmed the sniper's threat, first reported in The Richmond Times-Dispatch and The Los Angeles Times, school officials in the Washington area decided against shutting schools or taking even more drastic steps than they have since the sniper first began killing strangers. And most parents seemed to agree with the decision.
