I had a government teacher in high school who was city council president and had served several terms on the council. Morally conservative, with some libertarian leanings on fiscal issues. He was recruited by BOTH parties for their endorsement because he actually represented the interests of most of his constituents (for you Kenoshans, this would be the Jane Vernon/Snap-On part of town). He ended up, I believe, running independent, since he knew he'd win either way, and not have to answer to a higher party official.
Any municipal or county office (mayor, sheriff, register of deeds, etc.) should have little influence from a political party, since those people are the grassroots of any local legislation. Any party pandering detracts attention from the small but vital issues that city councils, county boards, and police and fire commission deal with. Besides, the odds of personally knowing a candidate are much greater, and that means more than the D or R next to their name.
Beyond that, getting into state legislatures and such, parties have a greater role, since the legislation made is statewide. There can and should be dissention within the parties, but on the whole they at least keep things relatively organized on the state and national levels.
