trying to fic FL250 - possible carb issue -- HONDA ODYSSEY

Subject: trying to fic FL250 - possible carb issue

I have a fl250 that is very hard to start, I pulled the carb and there are 2 vent tubes coming out of the carb, one on the bottom and 1 on top do those connect to anything? I have 1 port on the side that looks like it needs a tube. I looked online and cannot find a assembled pic
