Does this mean that Willie goes into the Senate race with a mandate from the "PEOPLE"?

Do you believe that his 1100 votes were in protest/disatisfaction to the other two candidates? Or perhaps would you wager that a heavy majority of his votes were cast by Afro-Americans for the soul reason of the color of skin.
