isn't an akitika society something like a social police to ensure following values of the tribe? (sorry, I'm from out east I'm not sure how that society works for your people).

I think gang activity should be addressed, it's real and it's destructive. I don't think one word would change a youth that is troubled (though, clearly, kids respond to different things so some might). It often requires a whole 'bag of tricks' to deal with something like that. I also don't know the dynamics of standing rock so any thoughts I'd have would be general and not specific.
