He wasn't an American citizen, and when he left for Europe to go promote "Limelight," the Immigration Dept. canceled his re-entry permit. In other words, he wasn't allowed to come back in. He was told he could apply for a new permit, but it would have meant going through more interrogations from government officials about his politics, his morals, his sex life, and whatever else they might want to ask about. Chaplin had already gone through that for years. Now he was tired of it, he had a new family, his wife was pregnant, and he just said the hell with it, and settled down in Switzerland to live.

That's basically it! He wasn't BANNED exactly, but they wouldn't let him come home without jumping through a lot of hoops. He was happy living in Switzerland, but he did come back for a visit in 1972.
