My impression

Perhaps it began when the Tramp carried the red flag of warning before the union protesters (Modern Times).

But then there was the dinner where he requested help for our "allies" the Russians who werre dying in scores in their drive to subdue Germany in WWII.

Perhaps he wasn't really banned, but, can you imagine the reprecussions if he'd returned? Things were getting awfully hot! Personally, I'd not have enjoyed seeing clips of him trying to get a word past McCarthy.
My sources are limited, but, I believe A King in New York clearifies his stance that it was all a misinterpetation of his desires to do good things.

In conclusion...it was certainly our loss...
