Subject: poor s-10 mileage

i have a 2003 s-10. ever since i got it, it has gotten 14-17mpg. it has 9500 miles on it. i took to the dealership were purchased, they drove it around for two weeks, and told me that is is operating normally. they tested it at 55mph and it got 22mpg, i could live with that. but the kicker is that they tested it at 72mph also and at that speed it got 300% worse mileage then a 55mph. i have been told that that is actually a manufactors defect. does anyone know if it is or isnt? if it is how would i go about getting the problem fixed? thank you.
