Subject: not really fair, and different with newer cars...

It sucks to say 'new' when it's RMF, regardless of what's typical in the industry. And you don't see ads for new cars saying 2001 Porsche 996, 8,000 miles, rebuilt engine only 2,000 miles... I'd run from such a car, unless I knew the whole history first-hand. Rebuilt engines are only beneficial to resale of older cars.
