Subject: england cost scotland

Due to England not playing in Zim, the World Cup revenues have not been as great as anticipated as lots of sponsors and tv have withheld big chunks of payment.

The result : The ICC qualifying and development programme that would assist nations such as Scotland has been scrapped.

Why have the ECB and the NZCB not been made to pay compensation to the ICC for their withdrawal? It is ridiculous that the future development of the game is put in jeopardy in this way.
