Same problem with my T20. It would work great for days at a time, but other days it wouldn't start at all. I found a tempoary fix until I had time to send it to IBM laptop repair. IBM Laptop repair was quick, sent it overnight and got it back repaired the next day. Thats fast.

Temp fix: Unplug the power adapter and remove battery. Hold down the start button for 1 or more minutes. Plug power adapter back in and try starting it. This worked for a few weeks on and off until it wouldn't start at all

You can also try just leaving it unpluged and with the battery removed overnight and get the same results.
