Subject: 760xd laptop will not prompt?

I guess I need help. I have a 760xd IBM laptop that will not give me a drive prompt. It was formatted(c:). The BIOS works, all the test for the QUICK START_UP system works, But the laptop keeps asking me for a system disk. When I test the harddrive with the Start-up test that is on the laptop it shows to be working. It even shows that the harddrive is being read from the LED on the laptop. Do I need a special disk to start an IBM up to put an operating system on it? I have tried WIN 95 and 98 to use as an operating system but it will not read the cd's. It just keeps asking for a system disk.I have done many PCs and laptops but have never run into this problem! Could you or can you help me?
