Subject: Toshiba Tecra 9100 Won't Switch On

My Toshiba Tecra 9100 laptop starts up intermittently. The AC power light will blink orange, and only replugging will turn the light green. The laptop won't start on the battery either, and after a failed attempt to switch on, the AC power LED light will revert to blinking orange and will only turn back to green after replugging after removing the battery.

Earlier threads appear to indicate thats its a motherboard power connection fault or a CMOS battery failure. Is this the case?
